Escalation of the Conflict in Ukraine: North Korea Officially Joins Russia’s Side

In a dramatic turn of events that significantly deepens international tensions, North Korea has officially confirmed its military involvement in the ongoing conflict in Ukraine. On April 28, 2025, the state news agency KCNA issued a statement announcing that, on the orders of leader Kim Jong Un, North Korean soldiers had been sent to the front and had „concluded their war effort victoriously.” This unprecedented statement constitutes a formal confirmation of speculation and reports regarding the presence of KPRK troops on Ukrainian territory, fighting alongside Russian forces.

Pyongyang’s decision is a direct consequence of its strengthening alliance with Moscow, the foundation of which is the comprehensive strategic partnership agreement signed last year between Kim Jong Un and Vladimir Putin. The Central Military Commission of the Workers’ Party of Korea emphasized that Pyongyang considers its alliance with Russia an „honor.”

Russia-North Korea Pact: A De Facto Military Alliance

The agreement on a comprehensive strategic partnership, signed in June 2024 and ratified by both houses of the Russian parliament in October of the same year, effectively constitutes a military alliance between Russia and North Korea. Although the term was not used in official documents, a clause in the fourth point of the pact stipulates the immediate provision of military and other assistance in the event of an attack on one of the parties. Furthermore, in a situation of security threat, both countries committed to joint consultations and solidarity actions to „neutralize the threat.”

This agreement strengthened and formalized the already existing military cooperation between Pyongyang and Moscow, and the presence of North Korean soldiers in Ukraine, where clashes with Ukrainian forces have occurred, is tangible proof of this. Ukrainian Defense Minister Rustem Umierov and President Volodymyr Zelensky confirmed these reports, with the latter describing the exchange of fire between North Korean and Ukrainian troops as a „new era of instability in the world.”

Initial Reports and Confirmations of KPRK Troop Presence

As early as October 2024, information surfaced about the transfer of approximately 10-12 thousand North Korean soldiers to the Kursk region of Russia. Initially, cooperation between Russian officers and KPRK soldiers faced difficulties related to command, logistics, and a lack of necessary equipment. However, as stated by Russian Foreign Ministry spokeswoman Maria Zakharova, „North Korean soldiers, in accordance with the provisions of the Treaty on Comprehensive Strategic Partnership between Russia and North Korea (…) fought shoulder to shoulder, in the same trench, and shed blood with our soldiers and officers in the Kursk region and made a significant contribution to the liberation of Russian land from hostile occupiers.” She also added that „a new page has been written in the glorious annals of the fighting brotherhood of the Russian and Korean peoples.”

Last Saturday, Moscow for the first time admitted that North Korean troops had fought on the Russian side in the Kursk region. Ukrainian estimates suggest that approximately 14,000 KPRK soldiers have been sent to Russia, including 3,000 intended to replenish losses. Initially, North Korean forces reportedly suffered significant casualties due to a lack of armored vehicles and drones.

United States Reaction and Fears of Escalation

The official confirmation of North Korea’s involvement elicited an immediate reaction from the United States. The US State Department expressed deep concern and demanded an immediate end to Pyongyang’s support for Russian aggression. A State Department representative emphasized that third countries, such as North Korea, bear responsibility for their actions in this war. „We remain concerned about North Korea’s direct involvement in this war. The deployment of North Korean troops to Russia and any support provided by North Korea to the Russian Federation must cease,” the representative stated.

North Korea’s involvement in the conflict in Ukraine is seen as a significant escalation that could have far-reaching consequences for global security. President Zelensky had previously warned that the presence of KPRK troops on the Ukrainian front opens a „new era of instability.”

Material Support and Strategic Significance of North Korea for Russia

Prior to the official deployment of troops, North Korea became a key supplier of artillery ammunition to Russia. An investigation by Reuters in collaboration with the Open Source Centre revealed that 75 to 100 percent of shells in some Russian units originate from North Korea. Ukrainian military intelligence estimates that Pyongyang provides about half of the artillery ammunition used by Russian forces. Arms shipments began no later than September 2023 and were carried out by sea and land.

In exchange for arms supplies, North Korea receives petroleum products and missile technology from Russia, further strengthening their alliance.

Russian Preparations for a Potential Conflict with NATO

In the context of North Korea’s growing involvement, reports of Russia’s actions near the Finnish border are also disturbing. Russia is expanding military recruitment and building military bases in the region, which, according to Russian military experts, may be in preparation for a potential conflict with NATO. Ruslan Pukhov from a Russian think tank told the „Wall Street Journal” that „the logic of the last decade shows that we expect some conflict with NATO.”

In Petrozavodsk, about 160 km from the Finnish border, military bases are being expanded to serve as the main headquarters for an army preparing for a confrontation with the North Atlantic Alliance. Putin has ordered an increase in the size of the army to 1.5 million soldiers, which is more than before the full-scale invasion of Ukraine.

„When the troops return (from Ukraine – ed. note), they will be looking across the border at a country they consider an adversary,” Pukhov said, commenting on the activities near the Finnish border.

In response to the growing threat, Poland, as well as Estonia, Latvia, and Lithuania, have decided to withdraw from the treaty banning anti-personnel mines and intend to strengthen their eastern borders.

Uncertain Future and Growing Risk of Global Confrontation

The official involvement of North Korea in the war in Ukraine, coupled with signals of Russia’s potential preparations for a confrontation with NATO, paints a grim picture of the future. The conflict, which began as a regional aggression, is increasingly taking on the characteristics of an international crisis with unpredictable consequences. The strengthening alliance between Russia and North Korea, supported by arms supplies and now also troops, poses a new challenge for Ukraine and its Western allies. The world watches the further developments with concern, hoping for a de-escalation of tensions and a return to diplomatic solutions.
